Both fantastic places too, I can't argue with that.

When I hear "ultimate" mountain town, what I imagine is a mountain town that made it to the present day existing as a fully functioning municipality with a colorful history, set in or immediately adjacent to some of the more rugged terrain Colorado has to offer, and there are a few mountain towns in the state that rise to that extra level beyond the rest. Ouray, Telluride, Crested Butte for example, and yes Aspen too.

Any town with a ski resort is going to go that way.
Ouray has no ski hill and I think that might save it. One can always stay/live in Ouray and go up to Telluride to ski.

my list of amenities would include:
high speed internet

good county and town government

Telluride checks all your boxes. Festival central. Scenery to beat the band, and you can ride the ski gondolas to hidden resorts for free, for great drone's-eye views of everything. In the spring, the waterfalls are spectacular! Quaint, walkable downtown. Nice restaurants & coffee shops. Harrowing drive, if you're coming from the south. (I recommend visiting Durango & Ouray on your way north, but as you get closer to Telluride, you have one of those 1-1/2 lane narrow passes with a sheer drop. that CO is famous for.) You can't beat the scenery, if you can survive it!

Does Leadville belong on this list? It feels more like a place where real people live and work and not like a touristy place.

What kind of comment is this? "Real people" (whatever that means) live in all the towns on the list. You can't have a tourist town without the town i.e. people running the place, providing services, etc. Tourism is also a very important part of Lake County's economy in the present day. In my experience, Leadville seems to have a similar tourist presence as Buena Vista, which is pretty decently touristy.

I may be biased but I think Leadville does quite well for itself in all 7 criteria posted by the OP.

It IS a beautiful drive through Leadville. I've never stopped to check out the town, but perhaps I should.
