I agree that it's probably good to raise the tax, but doing so right now gives away Colorado's competitive advantage. I'd like to see us keep the tax rate low to encourage them to develop better infrastructure through the state. After the infrastructure is in place, and they're on the hook with their investment dollars, we could tax them at a higher rate than the neighboring states.

Why not keep the taxes low and get even more devlopment in the future? Plus if Colorado becomes known as a state that will raise taxes after devlopment they might think twice before spending money here in the first place....

Sort of a dishonest way of operating, but it happens all the time. I think it costs ~25,000$ to run a pipe from your toilet to the sewer in douglas county.

Great article in today's Pueblo Chieftain about the states unemployment. I am the first one to admit we are still in a recession, I see it every day at work. However, I beleve that things will get better in 3rd quater. In fact, for Pueblo I have predicted one maybe 2 major announcments. So if we can hold at 8.1% for now that is good for us. Here is that article from the Chieftain:

Pueblo's jobless rate held lower for a second month at 8.1 percent in May.

The rate still was elevated but no longer the highest among Colorado's larger cities, according to state figures released Friday. Weld County and its county seat of Greeley reported a May rate of 8.2 percent.

ExxonMobil’s commitment is long-term, company says

At a time of general contraction in energy developers’ drilling operations in western Colorado’s Piceance Basin, one company working fairly quietly in Rio Blanco County has been proving to be the exception to the rule.

That company is none other than energy giant ExxonMobil, which this week became more vocal about its ambitious natural gas development project in the county.

One thing to keep in mind is a lot of people are underemployed. They may be retained on staff but are only working part time. I know a lot of friends and relatives in Eagle County in that boat right now. And business is bleak.

From everything I am reading and seeing with my own eyes, I don't see a "recovery" for years. Now I think there may be an easing in unemployment and much like the stock market which came back up some, but it will not be a "recovery" until unemployment is back to full employment(5.0%) and the stock market is back to where it started among other indicators.

This belief you have that suddenly in the 3rd Qtr. business is jamming and all is normal, I don't think is the reality.
