Why the lack of public parks in Lexington? (Irmo, Batesburg-Leesville: costs, move)

My family and I moved here from out west 3 years ago. Public parks were everywhere. Splash pads were everywhere. We move here and there is really nothing. Other than the Saluda park which costs money to get in there really isn't any good public parks. Does anyone know why?

Lexington is an intensely Republican county and its public services reflect that.
Saluda Shoals Park isn't run by the county, it's run by the town of Irmo. That's why they get so many goodies there.
The county does invest money in baseball parks and football areas, Ballpark Road is an example of that and many others. And you will see a few in the rich parts of the county. But venture out to Batesburg-Leesville and county public parks are non-existent.
There is a small splash pad in Lexington on Corley Street road but the parking lot is a joke and unpaved and people have gotten their cars stuck there.
