Some of those sites I've used and they're pretty limiting on what you can actually learn from them. However, free is free and you get what you pay for.

There are still many people using and looking for C++ programmers because of it's tidiness in garbage collection and overall efficiency if you're good at it.

If you'd like to do something more web-based, look into C# or ruby (rails) or python (django). I'm learning C# and a little javascript (jquery) right now, it's quite fun.

I need to learn a programming language that is engineering related, like when they use PC automated test equipment or PC automated stuff.

Observe that the TIOBE index is not about the best programming language or the language in which most lines of code have been written.

You can learn to program off of those online sites if you put an honest effort and a fair amount of time into it. However, it would take a lot more to teach yourself a CS degree... something those sites, alone, are not capable of helping with.

Learn C. Yes, it's older than dirt. But much test equipment runs on C because it's simple and can be about as efficient as a programming language can be (depending on the skill of the programmer).
