I keep receiving notifications from the subject website to download a Win 10 AntiVirus program. I have just been ignoring it. Is everyone getting this?

Most people haven't agreed to receive notifications from random websites, so no. Go into your browser and turn them off, either globally or for that specific site. In Chrome go to settings > privacy and security and uncheck sites can ask to send notifications. Then go through and delete any sites from the permissions list that you do not want to receive notifications for. It's imperfect. Some websites need to send notifications to function or it's beneficial and you'll need to manually add them but it's not all that many. Basic browsing hygiene practices. If you get a popup telling you to download random software you probably shouldn't be.

In this case it's just aggressive marketing of a substandard product. It's schilling for Total AV so it's harmless, just a not very good AV/anti-malware/anti-phishing product. They offer a free version in the hopes of getting people to buy the full suite.
