what can be done if someone buys a used mac computer with os x maverick but the administrative account has a password that the person doesn't know and the person doesn't have the cd for the operating system and the person who sold it won't give it and it's not from a computer store, only guest account works

I just looked on eBay and saw that the Mac OS X Mavericks 10.9 10.9.5 Full Install disk can be gotten for $10.45....... and that's with free shipping.

If the previous owner was the real owner then they can have the password reset sent to their email address.

it didn't work, ALL I want to know is if the operating system was upgraded will I have to buy the flashdrive for recovery from the original or the upgraded version? And if it is Maverick 10.9.3 which am I supposed to buy? 10.9? I don't see 10.9.3, only 10.9 and 10.9.5

Return it if you can. There is a strong possibility when you go to restore it, it will ask for the original email address it was registered under. Without that email address and password, Apple will not help you.
