Sometimes our router stops responding and I have to restart it (by unplugging and replugging the power).
Why do the indicator lights on the router remain normal when it's not responding?
PS. Sometimes on a device (like an Ipad) the wifi icon will still be there even if something is wrong. But at the same time, our Windows laptop indicated the internet wasn't working (the wifi icon turned into a globe).
If something is wrong with your home internet router, can you take it to the phone store yourself and exchange it or do you have to make an appointment with the phone co?
I'm not saying I should do that now, but I'd like to know.
could be a lot of things. Really hard to diagnose over a forum. Have you ever updated the firmware on the router? What make/model is it? regardless of the icons, can the ipad connect to the internet when the windows laptop cannot? Could be an issue with the laptop.

In the average home router, all of the indicator lights are controlled directly by the processor and firmware (even the power light). If the system locks up completely, the processor is unable to continue running properly and thus is unable to change the status of the lights (either from on to off, or off to on).
Those light aren't really indicative that everything is working in the sense that you have full communication session initiated with Internet based services. It's more that there aren't any catastrophic failure (relative to the device) like a physical link being disconnected or having packet/frame errors.
As for exchange devices, assuming yours is leased through your ISP, you may want to just call/chat them to see what your options are.
When I have a problem my router and internet modem can have all their lights on indicating that all is working. When I call the provider they can tell me all is working on their end. But when I ask then to reboot on their end all starts working. Conclusion the lights don't tell the whole story. I do reboot my modem and router before calling and most of the time that solves the problem. From experience over the years I think my problem is usually the connection between my modem and the provider. Since provider put in fiber optic cable all the way to my modem the problem has not repeated.
The Windows laptop wifi icon turned into a globe. The Ipad wifi icon was not there at all. Couldn't load any web pages on the Ipad.
And what happens when you attempt to connect to WiFi on either device?
