Well, I found the help!
Click on "Office", then "Modify", then "Quick repair".
Problem is fixed.
The question is: why do I need to fix Office every 2 months (usually Word stops to operate)?
I spend more time fixing Outlook issues than any other email client. It sucks. About 6 months ago I bought a lifetime license to Mailbird. I have found it to be a great email client. Once in a while my Outlook.com email account will throw an error. I just remove the account and add it again and all is fixed.

I don't know. I pay for it, but only because it is bundled with Microsoft's cloud storage. I also had a problem with Word not running. Sorry Microsoft, you were great in your heyday, but if Office won't run, then I can't be bothered with it. So I installed a free alternative instead.

Maple, if you like and want to continue using Outlook, I'd suggest you do a little troubleshooting to resolve the issue which might be something simple. It is definitely not normal if it is having issues like this every 2-3 months.
What version of Outlook/MS Office are you using? That would be an important detail to know when troubleshooting software issues.
You could also use Thunderbird which works much better. It is opensource and also has bunch of add-ons/plug-ins that makes it much more functional and enjoyable but your call.
If you are set on removing it, then you would have to select MS Office in the "Programs and Features" list and click "Modify" which will allow you to add/remove Office applications. You can then select the related option by expanding Outlook from the list.
