The first one went out. A friend came by to replace it, but took a break and thought he turned off the computer but he didn't, frying my processor. So, we replaced the processor and the computer works, but the new fan wasn't working. So we had that one replaced and the third fan isn't working either.

Any ideas?
Most laptops have fan controllers that vary the speed of the fan based on temperature.
So I suppose that has failed assuming you know the replacement fans are good. The fan controller is probably not a replaceable part and is likely to be integrated to the motherboard.
Most laptops integrate the fan controllers into the motherboard, making them very hard to replace separately. I would recommend a new laptop.
