NYC/Manhattan is not a highway, so you can't really compare it to 95 or 15. There are lots of interstates and highways in that area with varying levels of traffic. I would say traffic is consistently more intense in NYC. On 95/15, we tend to get longer (in mileage) stretches of slow traffic.
Stylo hit the nail on the head. It's an Apples-to-Oranges comparison.
That said, NYC/Manhattan traffic is much worse (and much more dangerous due to overly aggressive driving). Not to mention that you have to deal with Pedestrians.
At least you don't deal with pedestrians in CT highway traffic.
There are many highways in NYC. The FDR, WS Highway (9), 495, Cross Bronx, Van Wyck, etc.
The Cross Bronx beats 95 any day, but only a 3-4 mile stretch of it. The Van Wyck is terrible too, but it, too, is not long. The problem with 95/Merritt is the length of stop and go traffic. It often stretches for 20+ miles.
Overall? Give me a 4-5 mile jam in NYC over a stop and go adventure along the Connecticut shoreline.

I do not know that I agree with you on this. The Cross Bronx is a real nightmare of a highway and I have been stuck in MASSIVE traffic jams there at 11:00 at night and it is usually more than a few miles. Plus traffic on the Cross Bronx never goes down significantly. You really do not see that kind of traffic issues on I-95 in Connecticut. Jay

I agree with you somewhat. My point is that in Connecticut, it's 20-30 miles of stop, go, stop, go. That's far more frustrating than a few (okay MAYBE 6) miles of a complete jam. That's just my opinion though.
One unique property of NYC is that the FDR and West Side Highway are probably jammed up more hours on a typical day than any CT highway.
That's definitely true. But if you compare the population density within say 10 miles of each highway, you have to scratch your head and wonder why CT is so bad.

If they all had cars like we do, you would probably see daily shootings on the FDR, etc.
