Yes, Henry, that is very true about the adjectives you use to describe towns in eastern CT as opposed to western CT. The NE and SE of CT seem to move at a slower, and much nicer, pace. FFC seems to revolve around NYC.
Last I knew, Ocean Beach Park was NOT free to non-residents. They charged for parking and admission. I used to park the car out on the street a few blocks away and walk in. That would really be a hassle for a family with stuff to carry. Plus, there is no guarantee that a parking space can be found. Do they even allow on-street parking like that anymore?
Yes, Hip Priest, I can relate about the unfriendly people in PA, even in Bucks County (upper Bucks, at least). Oh, my partner and I found out! But, I want to stay on topic.
Since when are CT state beaches free - LOL - You can buy a season pass or pay by the visit. Ocean Beach is not free, even to residents. There's even a walk in fee.
There is a silver lining though- Bluff Point in Groton has no parking fees, so that is free.
