Every time I look at houses in Hartford there are only old houses for sale. I have nothing against old houses, but I am curious as to why Hartford is not or has not been building new houses (not including condos).

Hartford is very much developed. Essentially the land that is zoned as residential has already been built up. When you see a new house for sale in Hartford, someone has typically done their "free split" and divided their lot or done a tear down and rebuild.
