With the new ways of cable TV whether it'd be from ATT, Dish, Time Warner Cable, and Charter would the cable guy need to climb the pole to adjust the cable in the cable box putting in the right chips?

In our neighborhood the fiber optic is in the ground, not on poles, and there are green boxes in front of every house where it comes in and then goes by coax to the house. In the case of Satellite there is nothing to connect to other than the dish to inside the house. Some older areas have cable on poles but they would only have to go up the pole to add a new line to a house, any new chips are in the box inside but usually they will just replace the box or upgrade remotely from the office.

The communications lines on a utility pole are 40" below the electric lines. There is no electrical power on the utility pole so you can't run electronics. All electronics are in the house in your cable modems, routers, MoCa bridges, Digital video recorders and set top boxes.

In our area we have cable. The house specific boxes have been removed and replaced with repeater boxes to hold the power of the signal stable. The cable company can adjust each home cable box by its serial number and adjust your plan from a computer screen that connects to a master server.

Getting a satellite will not involve anything on a utility pole. The satellite installer will either tap the wiring on the side of your house (likely) or run his own wires.

Many older cities still have cable lines on utility poles. Is there a reason you don't want a guy on your pole?
... erh...
That sounds bad.
