I'm in the market for a $300 to $400 desktop pc for my father in law. He's not a power user and only will use it to access the web and light pc use.
I found this pc on Micro Center. I'm reading the reviews and one person said it's basically a laptop in a desktop case. Lenovo H30-05 Desktop Computer 90BJ00BQUS - Micro Center
So the extra $20 is worth it just for the processor? Is it because it's a Intel?
Yes it is Intel and a much faster processor. I have had both AMD and Intel and I prefer Intel. The Lenovo will also do the job for what you intend to use it for, if you feel more comfortable buying that one.

I don't mind spending the extra $20. What else should I be looking for in terms of specs? Does the type of ram matter?

I saw the specs on the website briefly before this F__KING AD popped up and there's no option to close it!!!
At any rate, those specs in 2007 would cost you at least $800, plus fewer USB ports front and rear.
