I recently overheard a canine handler state that either Cookeville or Putnam County was starting a dog 'tax'. They said that it was approved by either the city or county to raise revenues and that the elected officials were quite happy about more money in the coffers. I heard the figure $50 but don't know if its true and it that is per animal.

I checked recent minutes for the city council and the supervisors but haven't found anything.

Has anyone heard anything to support this rumor?

Nope. You must've been thinking of Lebanon, not Cookeville.
