"Panama's president said the country has seized a North Korean-flagged ship carrying what appeared to be ballistic missiles and other arms that had set sail from Cuba."

So NK can't make its intercontinental ballistic missile work so they're going to try using some of Cuba's old Soviet stockpile?

You missed the point. NK missiles were going to Cuba. Though they don't have much range, they have plenty enough range to reach Florida or other Gulf coast states from Cuba.

^^^ What I read stated that the ship and missiles left Cuba and heading to North Korea.

I did? From the CNN article above:

"In addition to 10,000 tons of sugar, Cuba's Foreign Ministry said, the shipment contained "240 metric tons of obsolete defensive weapons" sent to North Korea "to be repaired and returned to Cuba."

The equipment was manufactured in the mid-20th century and included two anti-aircraft missile systems, nine missiles in parts and spares, two MiG-21 jets and 15 motors for this type of airplane, the foreign ministry said."

Seems more like the opening scene in a James Bond movie to me rather than a whole movie by itself.

I'm surprised NK is threatening to turn Panama into a sea of glass...
Or at least declare war on us for it....
