I find this to be pretty pathetic, and we wonder why we have so many DUI's and crime committed by youth. It is because of drugs and their alcohol consumption. Hit and runs in America are becoming a big issue too. How do you think American youth can become more rational? Should there be heavier consequences for under-aged drug usage and alcohol usage? I think so.

What's even more shocking to me is that, given all that we know about the harmful effects of drugs, people are still choosing (ie. starting) to use them. The only reasons I can think is because Hollywood types make it look cool or maybe lack of education on the harmful effects?

I'm not sure punishment would help any. Once people are hooked, they don't think about punishment. All they want is to feed their addiction.

The decriminalization of marijuana will cut down on arrests and free up resources for crimes that actually harm other people.

Since a traffic ticket is considered a arrest with let promise to appear release;I am not surprised really.

When you have state, county, city budgets stretched to the max, teetering on bankruptcy, in combination with starving lawyers, it's a no-brainer that there'll be more arrests. More arrests, more money!

And what was the arrest record back when the economy was booming?

This^. That 1 in 25 seems inordinately high if traffic tickets are not included. Factor in that the referenced article is from Salon magazine, claiming their source is FBI statistics, and my level of skepticism rises exponentially.
