If its still on appeal, Why should/would they pay it?

As for fighting it/appealing a low dollar fine, They are worried about setting a precedent for paying it, in effect saying we errors, come after us again with a million other cases.

Bingo.

Wal-Mart isn't spending tens of thousands of dollars appealing this because it doesn't want to pay a $7,000 fine. It's spending the money appealing it because there are consequences to it being found guilty, most directly in civil liability (assuming they haven't already settled the case).

yep they cant lose- and they will take this to the end of the world... too much as stake- look at ms Paula Deen... great one day- adios the next.
