I dunno either. The news lady said the story wasn't reported until now because the victim was in intensive care and hurt too badly to speak. I have no idea why the cops didn't release the video for a month. Kinda seems like they don't care too much about catching the guy.
They do this where I live too. They release the video months after the crime and ask for the public's help. Prior to that, they treat the local media like a hot case of herpes.

There are legitimate investigative reasons not to release the tape at times
Some of those include;
Protecting the victim
Working other leads
Not releasing information that may be needed to investigate other crimes committed by the suspect
Not releasing elements of the crime that the suspect can later refute by knowing what the state knows blow by blow ...

In this case the police have a video clearly showing the guy walking past a Walmart in broad daylight, charging at the victim and almost killing him with one punch. They have a closeup showing his face. But apparently, one month later, they still have no idea who he is. It's hard to believe they've done much investigating.

Maybe you're right, they haven't done much investigating. otoh, maybe they didn't want the attacker to know he was on video, to prevent him from fleeing the area, and released the video when their leads went cold.

Good. I hope that scumbucket is charged to the maximum extent of the law. Also, he should be charged with the death of the mans dog.
