So the USGov should shut down all BIA health clinics, Stop all food stamp, welfare, all other programs, Setup Border Patrol Check points, and require Passport and visa to come into the United States. Invalidate all drivers licences issued by all the states for there citizens, All mail to/from them will require International postage, and there incoming mail will be turned over to them @ the border for them to handle, Once they are up to UN postal standards.

This is a PC stunt, nothing more. First and foremost, this isn't an official action of the Lakota governments, but of several tribal members (that's like me, as an American citizen, declaring to unilaterally revoke the Treaty of Paris on behalf of the United States). Moreover, these Lakotas are also citizens of the United States, so still remain under US jurisdiction (that is, even if their plan had any merit, which it doesn't). Any Indian tribe that actively sought to repudiate their treaties with the US could only do so via force (otherwise, the US would just ignore these repudiations). And, the tribes have already seen the devastating effect of war with the US.

Someday the Lakota will join the real world. I wonder how this is working for them since this article is from 2007 and Russell Means is dead.
