Well, that's the thing about any zero-tolerance policy. It effectively keeps people from having to do any critical thinking or use any common sense, something that authority types tend not to do anyway.

I agree it seems silly, but to be fair to Dublin, they have had their problems with domestic terrorism, so they probably felt the need to make a blanket rule.
