For those who think it should be exactly the same for both sexes, I'd like to ask how you'd feel about your teenage daughter or niece of kid sister deciding to walk around topless. If it isn't sexual, and it's just a matter of fair play between the sexes, you'd be okay with it? Since breasts are apparently so asexual, should there be age limits? Can 13 year old girls walk down the street topless?

How we feel is one thing. Should it be legally prosecuted is another. Do you want to have your 13 year old girl (or niece) to go to jail if she goes out topless?

More than likely the parents would be under investigation. A 13 year old girl wouldn't be arrested for being topless.
Considering many adult women all over flash people all the time and don't go to jail, I believe it just depends on where and when this is occurring. An adult flashing her boobs at a bar, concert, party, etc., is not the same as a woman walking down the road topless. Major difference. Grounds for arrest? No, but still not proper behavior IMO.
