Just make one of the private bathrooms gender neutral. It's clear that the transgender kid is not going to be treated with dignity in either the male or female locker rooms.
I can't fault the females feeling uncomfortable with his presence, though.

She's not a male. Last I heard, the girls' bathroom is for GIRLS & she's a GIRL who just happens to have a penis. So she should be allows to use the girls' restroom, since she is a girl. Having a penis is irrelevant. What, do they ban girls with large clitorises from the girls' bathroom? Gimme a break!
Uhhhh, according to his genetics and anatomy, he is a male, who wants to be a girl. Last I checked not even PC can change the laws of nature. Once he has the gender reassignment surgery, he can legally be considered female, but not before.
That said, it seems the school has made provisions for individuals confused about their gender with the unisex bathrooms, and the article reports this kid has been using these bathrooms. With his insistence on using the girls' bathrooms, lockers or whatever, he is attempting to impose his will on others.
IMO he would be avoiding embarrassment to himself, as well as discomfort and consternation on the part of the teenage girls, if he just kept using the unisex facilities.

Basic DNA check. If the person has xy chromosome than he is a male.
As a male, I've not used a woman's bathroom since I was around 3 years old... with mom.
Aren't each stall separated in a woman's bathroom?
Can you see anything in the stall next to yours?
I guess it's going to come down to having a single stalled bathroom that either sex can use...
