The fact that they were sent to Uruguay sort of proves my point about how silly it is to think that terrorists would pose as refugees, spend 2-3 years in a camp with the plan of committing terrorist acts in the US only to find out they are being sent to Chile or Uruguay (they don't get to pick where they go, and they are not told where they are going until well into the vetting process)
