Supposedly "armed men" have taken hostages. How is this possible?

Supposedly it's some criminal thing with a bank, but I'm just reading early reports.

I wonder if it's that Salami terrorist from the paris attacks they are looking for. Seems to be in the border of belgium and france....

That's what I was just thinking. It seems that criminals will get guns if there is a black market for them. I bet the French citizens are maybe starting to think the Americans may have a point.
