It's harder to get explosives but knives also can kill.
As mentioned, it could be scare tactics or could be a suicide.
Maybe that guy wanted to go out with a bang instead of getting drunk and dying on the roadside.
There is no "Official Real Terrorist Guide and Handbook". Many potential terrorists are being self-radicalized and don't have the same education or support in technique or method of terrorist acts as those who have been trained abroad or who have the know how and access to bomb making materials.
With so much media coverage becoming a terrorist has become a trend even among mentally challenged, leading into this lame attempt. Monkey see, monkey do...

They might if the purpose was to have someone else checking the response time, see how many cops respond, draw attention away from something else.
