If all they have to do is say the machine was supposed to only show x dollars instead of y, then yeah. How do they prove the malfunction?
I'd wager (haha) that the machines are computers and record actions and have standards of build and ability to capture and report. And the data could easily be pulled to see if it was a win or a malfunction. If this was tampered/hacked, then they could be in big trouble by whatever body governs them if caught.
Then again, this is just a semi-educated guess based on my stay at a Holiday Inn Express last night.
