For the record, this is what a Nursing Skills Elderly-Care Manikin looks like. It looks nothing like what this guy had in his car. There is a lot more to this story, then is being reported.
People who carry these life life dolls for whatever reason need to take responsibility, always cover tem up fully wit a blanket don't leave tem in human positions, etc.
A cop broke into a hot car to save a reborn doll, even started cpr, the woman didn't do her duty to cover it up properly, she left it in a car seat in the parking lot. Irresponsible and costs money, the town paid for the broken window and should not have, the woman was annoyed it happened and the cop was embarrassed.
How is it his responsibility? It is HIS CAR and he is living HIS LIFE not bothering anybody. Leave the man alone already.
OK, so one has to act if they see something, fine, but if so, then yes make things right and have it repaired. The person's guess may have been reasonable, but it was still wrong and the man didn't ASK for them to intervene. He has the RIGHT to live his life free of hassle and not have to make accommodations for strangers who aren't making his car payments. Having to go through the hassle of covering up a doll/mannequin etc every single time you park is extra manual labor work and inconvenient.
1. Do you have a source that says it costs $30,000? I have a hard time believing he would leave a $30,000 piece of equipment on the seat of his car while parked on the street. My guess would be that it costs about $3,000 tops, not $30,000.
OK, that is nowhere near $30,000. That's why I said it looks like it would cost about $3,000. Maybe I should have said $5,000 tops. But no way would it cost $30,000.
If he had thrown a blanket over it, whether she was in the front or back seat, that might have been a cause for concern for a passerby as well. If a cop saw a life sized whatever covered by a blanket, he might assume it was a corpse and break in the car to investigate that possibility. The purchase of the mannequin should have included a handy dandy carrying case which clearly labeled that the item was not a real person.
That is what I was thinking when someone else said to put it in a tarp. Because a body stuffed into a tarp wouldn't draw any attention whatsoever.

Using the site you linked to, here is a $26,000 medical mannequin. And it doesn't even look life like. So I would not be surprised if a more advanced lookingone cost a few thousand dollars more.
I based my $30,000 on another poster who said they worked at a nursing school and their medical training mannequins cost $30,000-70,000. So the $30,000 is probably a low estimate of what it costs.

Thats a patient simulator. Why would it look lifelike? How would it looking lifelike improve it.
Anyway, that's not the same item that was in that car. Do you really believe that this guy just left a $30,000 piece of equipment sitting in his car on a city street?

My company sells those. It is definitely not that. I actually have one at the office lol. .. It is not laerdal either. I have sold many different manikins over the years and can't quite put my finger on that one. I am assuming it is a basic nursing manikin with no internal parts.
