About 60 cruise missiles from two destroyers to the airfield that is alleged to have been the source of the recent chemical attacks. Apparently Russia was warned and the strikes avoided their part of the base, but significant damage to Syrian aircraft and structures are reports.

What is the purpose of the U.N.? Crazy how the USA just decided to do this without going through proper channels.
Well, it may indeed be in the various documents of the UN for a signatory or a security council country to take direction action.
I don't know if it is or not and I'm not going to spend my weekend researching that topic. Looking at some other international agreements, however, such as piracy, it may be out there for a signatory to take immediate action.
At any rate, things can be written loosely enough, whether intentionally or not, that enables one to read into it.
