I'll go a step further and say that there needs to be a certifying process with legal permits. But there's no funding to make such a thing happen. Even though it doesn't involve motor vehicles, I always thought it would be easiest to run this certification through the DMV, similar to obtaining handicapped placards. Get the Service Animal documentation from your doctor and go to the DMV to get your permit and vest.

If people can afford airfare, they can afford a vest for the dog.

The organization that trains legit service dogs will spend thousands on the dog before placing the dog with a disabled person. Another $10 for a vest fro man approved source isn't going to break the process.

Yes, and I was also referring to people who claim their animals are “emotional support” animals.
I applaud the DOT for taking this long overdue action but there are problems in what has been announced. The department may find itself in violation of the Americans with Disabilities act which does not restrict service animals to dogs but also allows miniature horses to be trained as service animals. The documentation requirement is also a violation of the ADA in that asking for credentials of a service animal has been forbidden to allow entry.
You can, however, ask if the dog/miniature horse is a service animal for a disability and what task the animal has been trained to do. That's for service animals. This appears to be for ESA's.
For ESA's, you can ask for the letter from their doctor that prescribes the ESA (NOT an online "doctor" scam who will sell you a letter for your pet - that's why these laws are being contemplated in the first place and why so many states are passing laws to deal with the scam - but one who is treating them and will continue to do so and is familiar with the mental illness that requires the ESA).
I spent my career helping people with disabilities return to work. A vest is not cheap especially for a big dog. The federal law specifically doesn’t add to their financial burden. People can’t afford service dogs. They are donated. Some of you have no clue what you are talking about.
