I used to work with longshoremen. They had a routine called "four on four off" where 8 guys are put on a jobs, then half leave, but alk get paid.
Growing up in PA, and I'm sure it's common in other states, every summer during interstate road construction season, we would always joke as we drove through the construction zone on how there was the 4 to 1 ratio, where for every guy working, there were 4 more just standing around watching that one guy, good work if you can get it!

I rubbed elbows a lot with local Policia. It is hard to imagine a more corrupt legal system than what Italy operates.

At least the German guy showed up for work. It's more his bosses fault that they didn't give him much work. Never complain that you don't have work. I've had to many times when I had too much work and the boss doesn't care. I even got told to work overtime with out pay - in a non-salaried hourly wage job.

I thought only Romania was weird about American cigarettes. Throughout the Ceausescu period and beyond, gifting people with a carton of Kent cigs would get you almost anything you wanted. People would take them in lieu of cash payment for things. It really says something about Italy, that this is a thing there, too, and in the new millennium, no less.

Have you ever smoked cigarettes from that part of the world? I have...and they can be NASTY, like smoking dog turds wrapped in cardboard. No wonder that American smokes will gain you a lot of traction.
