Although, the Tik-toker, is also in the wrong for having a holier-than-thou attitude and posing this on TikTok.
I think the fact she walked up to him filming him changes the dynamic of the interaction from the beginning. If someone walks up and offers you food while they are videotaping you it would feel like you’re being set up for something. At the best, it would seem you were being exploited for the sake of social media likes. We don’t know if he would have reacted differently had she not been filming. How would you react if some stranger comes up to you filming you? I’d probably want to end the interaction asap. Especially when there are YouTube videos where people film pranks on homeless like the kid who gave them Oreos with toothpaste in the middle.

It is not a reliable test of the man’s intentions IMO because of the filming.

Had a 'street' person in a big city ask for some spare change once so I gave him a pocket full of change. He screamed nickels and pennies?!?!. That was the last time I gave spare change. Most are panhandling for drug money Most junkies try to ratnionalize, lie, make excuses and create sympathy. Pretty typical behavior actually.

I'm just disgusted by the tiktocker filming a homeless man. How rude. He had every right to turn her away. Nobody should judge him for it. People prey on the poor, and now this one, trying to get likes or whatever they give on tiktok. Disgusting.

If your drinking full time you don't want to eat it ruins the buzz.
