What a stupid irresponsible person. She shouldn't own any pets especially since she already abandoned another cat and 2 large dogs for the same reason.
She apparently can't keep a human male as a spouse, but maybe the cat is more willing to make a commitment. Kind of unnerving that this person used to be a life coach, seeing as how her own life seems to be a slow-motion train wreck.
Why did she choose an apartment that doesn't allow pets in the first place?
I would have looked for pet friendly apartment especially since it's just one little cat. I would also save up money for extra months rent for my little cat. Then I would save up money for emergencies when my cat gets older. I did this before I adopted my cats. I saved up but one got really sick so I used my credit card and paid that off. He was worth every penny and so was his sister.
I have to hand it to her for finding such a loophole so she won't have to be heartbroken giving up this one. But I also think she isn't all that smart to search for pet friendly/acceptable before taking in a cat.
I've never seen a property that won't state up-front-- whether they publish it themselves or you ask-- whether they allow pets, so I can't imagine the no-pet policy was a surprise to her. Yet four times she has apparently known the place she lives doesn't allow pets and gets one anyway, or chooses to move into such a place despite having pets?

I hope she gets caught with the next one she tries to adopt and gets told get lost. Maybe she does it to challenge them. There are people who want something more when they think or are told they can't have it do something they want. So they want it all the more just to see if they can get. Then later find out nope they win this fight. Apparently this selfish idiot still doesn't learn. I think sooner or later the landlord will make her leave or raise the rent to get a pet deposit. She might be trying to get around having to pay that by bringing in a pet after moving in.
