Maybe, but if it did only a rare and severe drought could make it discoverable. Chances are by that time he will be old or dead. It would be similar to finding that so-and-so owed this much to so-and-so in the ruins of Pompeii. I'm taking a wild guess by saying that's one thousands of years old debt that will never be repaid. Charge it off buddy for your own good.

Imagine being so powerful that you can order an entire reservoir to be drained and it goes done. Too bad for this guy, he won't be in such a position any more.
