Mid October but then again that varies because sometimes it's still hot in October. But on average I'd say by Halloween it's pretty cool!

Agreed- by the end of October. There will be a cool evening here and there between September and October, but not consistently until the end of October.

Does that mean my electric bill for mid-October through mid-May would be super low compare to the other months?

You have to keep the AC on for at least 9 months out of the year, No cool breeze at night. Obviously you just moved to Dallas and trying to adjust. so glad I am out of there.

You're obviously a hater. I know for a fact that it's comfortable for most people to go to sleep in Dallas without AC during at least November, December, January, and February.
