Why is so difficult to find companies who is willing to pay for your relo package eventhough you are really qualified and they are really like you??

Because there are other well qualified applicants that are either local or not asking for a relocation package. It's still largely a buyers labor market.

Relo packages are extremely rare in this market.

Exactly! In a few words, because they don't have!

There is an endless pool of top-notch talent here to choose from, as well as an even more willing group from all over that will relocate on their own just for the opportunities afforded here.

Ditto to everyone else. Unless you have some really rare skill that is in demand, you won't get a relo package these days.

They might be choosing the local candidate not only because there is no relocation package, but also because they like people with roots to the community. I hire people all of the time and show favoritism to people who reside in DFW or grew up in DFW. That keeps me from hiring someone from another city that "thought" they would like DFW, but instead, wants to move back home, etc. It also prevents me from hiring people that have to travel every other weekend home to see their kids, etc. I advertise with a wide net not only to see the best candidates, but also to look for great candidates with DFW roots.

What did you do if you can't find any local candidates ? If you have found a qualified out of state candidate, what are you going to do? and you have no choice but to..???
