Well, I filed the eFile protest online and CCAD made a settlement offer of a whopping $4K off the originally proposed amount. Did anyone else have a problem uploading their comps as evidence onto the website? I did and almost simultaneously as I was on the phone with them they had emailed me their offer. I never even got to upload my comps! Ridiculous!

Second question: does anyone know if the "Effective Year Built" year that CCAD has on file for a house is the year they base all of their numbers on? My house was built in 1991. The only major improvement that was done was an in ground pool added in 1998. They acknowledge the house being built in 1990 but state EYB as 2000. 1990 to 2000 is a big difference!

Now I am aggravated that I was not able to upload my comps and that I was cordially invited to go see them at the informal hearing office hours. Totally negated the eProtest function. Awful.

I am surprised to see that no one has replied to your post yet, as surely many other residents are in a similar predicament. I actually registered with city-data just so that I could commiserate with you! Hopefully we can find some answers to your questions.

I, too, am trying to get to the bottom of this 'effective date built' mystery, as our home was built in 1987 and our effective date built is being listed as 2000. (Yet we still have all the original tile counter-tops and flooring-- go figure!)

I had a similar experience with the online protest and also have an upcoming hearing scheduled. I've noticed many inconsistencies in the appraisal comp data that the office supplied as their evidence. Nearly all the homes are larger, newer, and far more extravagant than ours, which is odd, given that there are at least 20 identical homes to ours in our direct neighborhood.

I really hope that someone will chime in with information about the "effective date built" because I haven't been able to find an explanation from the Collin CAD. (I did find an explanation from an appraisal district somewhere in Ohio, I believe, which said "Year Built is the calendar year in which at least 50% of the original construction was complete. Effective Year Built is the adjusted year built taking into account any subsequent new construction or major rehabilitation."

I don't know if this is consistent with the way Collin County is applying it, though.
