I protested, they denied and counter offer was same as initial so I rejected their offer. What's the next step? Are they going to schedule a hearing?

Are "they" going to schedule a hearing? YOU need to tell them you want a hearing, otherwise they view the case closed.

After that, you send $500 to the comptroller's office and request Arbitration, which is what I do. I hear cases throughout the year when people aren't happy with the ARB decision.

Incorrect.

The appraisal district will schedule a hearing on all properties under protest unless settled informally or otherwise withdrawn. If an online settlement offer is rejected, the appraisal district will schedule a formal hearing for the property.

You will receive a formal hearing notification via mail within the next few days.

What county? Did you just purchase/remodel the property?

TX homeowner privileges:
1) Be stuck with outrageous property tax (not made up for by no income tax)
2) Roll the dice and blow another $500, just to request arbitration.

That's some creative taxation!
