Since average sale prices tend to be higher in the summer, does that mean it makes more sense to get an appraisal done (for refinance purposes) during summer?

Appraisals use sold comps from the last 6 months so it doesn't really matter. They don't just look at a month or two.

Moreover, the appraisal generally only matters (in DFW) if you are taking money out with your refi-. If you are just going to try to get a lower rate or shorter term, it should not make much difference (some limited exceptions like trying to get rid of PMI).
