How much does it cost to install 100 feet long 8' high privacy fence?
Should I go with lowes/home depot or local contractors? Checked out some CL ads, some charge $20 per linear foot and lowes charge around $18. Any preference/ references will be greatly appreciated?

Are we talking board on board? Those prices don't sound too bad. I was quoted over 40 per foot recently but it was board on board with a cap, metal posts, and stained

Those must be side by side. I paid $32 or $35 per linear ft in May 2013 and it was a deal with 2 free gates, #1 cedar, stain included, board on board, 8ft, galvanized poles, top cap and decorative trim.

Our neighbor on one side has 8' fence already, so HOA shouldn't be a problem. I think we need board to board fencing, its mainly for privacy. The other neighbor's windows are looking at our backyard. We currently have 6' fence, need to add couple more feet. The way its currently built is our neighbor and us have two separate fences connected to the same metal pole on either side so there is a tiny gap between the 2 fences. we need to remove the old one add a 8' to the same. Not sure if its allowed that way.
