We haven't been there, but it looks like the new Epic Waters park in Grand Prairie has a kiddie area with a shallow splash pool sort of area: https://epicwatersgp.com/planyourvisit/just-for-kids/. Great Wolf also has a pool that my kids enjoyed as 2 and 4 year olds (at the time), but it's probably one of the (if not the) priciest options for a water park in the area.

Local rec center water parks - I'm not sure about Dallas, but the ones in Frisco, Plano, Allen, and McKinney (only ones I've personally been to) have kid areas. Among the nicest is Jack Carter and Tom Mulenbeck in Plano - Carpenter Park in Plano has a small kid area, but a surprisingly big slide parent and baby can ride down.

Most are about $3 for a kid. Celebration Park in Allen (not 100% sure on the name) is for small kids and is a big splash park, not a pool, and is free.

If you are talking the big ones like Wet & Wild or Great Wolf Lodge, I wouldn't waste my money if your kids are younger than 5-7.

I've never been there, and don't know how far this is from you, but the H2O Water Park in North Richland Hills looks like it has a lot for younger kids:

Not sure what kind of park you need but in the city of Dallas there are several Spraygrounds that are completely free

Most of the local municipal pools that have upgraded in recent years to add the spray ground and water park equipment are pretty kid friendly.

NRH2O has a 2 large kids areas, one for smaller kids and another that is good for kids of just about any age. It's a little on the pricey side, but they run regular specials with discounts and free drinks or food.

I've never been to any of the Hawaiian Falls parks, but I have plenty of friends that take their kids there and enjoy it.

I would not recommend Hurricane Harbor for kids. They have areas that are kid friendly, but the cheap and pay-by-the-month season passes make it unbearably crowded.

Great Wolf Lodge has plenty for kids to do, but they don't offer day passes and you have to shell out the $200+ per night for a room and water park access. It's nice for special occasions and even all of the other add-ons that you can spend money on are worth it. The buffet restaurant on the first floor is outstanding and well worth the cost as well.

Bedford Splash is actually pretty good and very affordable ($7-8). I took my 4 year old there a few weeks ago and there was more than enough to keep him occupied.

Never been to Great Wolfe Lodge ... just out of curiosity I googled for pictures of the pools and checked prices for August. It all looks really ugly..... Do people pay $500 a night for this ??

Great Wolf Lodge is sold out just about every night. I honestly couldn't tell you what rooms cost, but they all include waterpark access. The park is all indoors, so no risk of sunburn or heat exhaustion

Rates vary and, yes, people pay whatever they are. You can definitely pay $500 a night for a suite or on a premium weekend, but I believe we paid just a little over $200 a night for a standard 2 queen room for our stay for my daughter's birthday last fall. I don't know what makes it ugly, but yeah, it's basically a water park in a warehouse. Which seems to work just fine for the kids and families in their target audience. The outdoor water park was a little barren and devoid of shade on our trip, but it does fine for a resort pool area.
