Has anyone had any luck lining up an IT job in Dallas before moving there?

I'm from NY (the upstate, conservative parts, not New York City... completely different state). Single 36 male with a Masters degree and 13 years of tech, ranging from help desk to currently an IT manager.

I'm trying to find work in Dallas to relocate (I visit the city a lot, I love it, and I feel it has more to offer than Austin does). However, I'm not getting a lot of callbacks for interviews. (I do get interviews in other states/regions).

I'm using USAjobs and WorkInTexas, as well as Indeed, ZipRecruiter, GlassDoor and Dice. But I'm wondering if there's any secret methodology I'm missing out on. Or is it just a heavy disadvantage to be an out-of-towner?

Dallas is one of my two dream cities (the other being Orlando FL, but tech jobs there are damn rare). I need to get out of upstate NY.

A) This is the start of the slow season in recruiting and hiring. Folks are waiting to get their bonuses then move.
B) Network, network, network. Who do you know who knows someone?

In 2011, in recessionary times, I moved to Dallas without having a job. I'm not in IT, but IT is a really good field. There is something to be said for being a local candidate. In a lot of fields, it's difficult to get a job if you are not already local to an area. I had to get out of where I was. I was researching cities and felt that Dallas was the best combination of a solid job market with good social opportunities. 7 years later, I'm still here.

Hiring often slows near the end of the year. In November and December, a lot of people in the hiring process are out of the office and unable to interview until schedules normalize.

Wait until mid-January/February for the market to pick back up. Hiring slows to a crawl this time of year.

Agree. This is not the time of year to look for work. You may get a few bites between now and Thanksgiving, but hiring will pick up again in January.
