There’s nothing new here. Although there’s some improvement, the districts south of Dallas continue to struggle. Districts in Collin County are rating high like usual. The largest districts of Dallas and Fort Worth vary widely between campus and neighborhood.

Does anyone know why specifically they switched to the letter system?

The Keller numbers are somewhat surprising...

Fossil Ridge HS is brings down the district, the same way Lewisville HS brings down Lewisville ISD's numbers. Kelle HS, Timber Crerk HS, and Central HS are all rated. I can tell you that the teachers and administrators in KISD are hyper focused on STAAR exams. Frankly I wish more time would be spent on improving student culture, but that's just me.

Default Southern Dallas & Ellis County

Most of the school districts in southern Dallas and Ellis counties improved their scores and/or district ratings. Midlothian, Red Oak, and Waxahachie maintained their "B" ratings. Cedar Hill, Duncanville, Ennis, and Lancaster improved from "C" to "B." Ferris leaped from "D" to "B" and DeSoto went from "D" to "C." Tiny Milford ISD dropped from "C" to "F."

Campuses by Rating
Cedar Hill ISD – A (2); B (4); C (5); D (0); F (1)
DeSoto ISD – A (0); B (3); C (3); D (3); F (2)
Duncanville ISD – A (0); B (4), C (8); D (3); F (1)
Ennis ISD – A (2); B (2); C (6); No D/F
Ferris ISD – A (0); B (1); C (2); D (1); No F
Lancaster ISD – A (1); B (7); C (1); No D/F
Midlothian ISD – A (3); B (6); C (2); No D/F
Red Oak ISD – A (0); B (5); C (2); No D/F
Waxahachie ISD – A (3); B (6); C (5); No D/F

A few personal thoughts....
1) Even though DeSoto improved overall, the campus ratings are disappointing. There are more "D" and "F" campuses than last year when the district fared worse, although they weren't considered official. I hate to see the elementary school I attended receive an "F" in its final year of operation. I hope they can turn things around.
2) Cedar Hill ISD's three selective enrollment collegiate academies did very well (as expected) with the middle and high school getting an "A" and the elementary a "B."
3) Lancaster has steadily improved, especially among the Best Southwest districts. Preliminary figures released over the summer indicated notable gains, but the district and most campuses exceeded the projections.
4) I would have guessed that Midlothian would have had more "A" campuses, but it is still a high-performing district.
5) A nod to Waxahachie for matching Midlothian's number of "A" campuses.

I don't get the point of comparing a district with 6 schools to that of 70 schools.

That's not useful information on its face.

Not only that, the letter grades categories are really dumb and the data used to discern them is ultimately no different than the test scores plus word of mouth that was used before they were created.
