Does your area have lots of rentals from corporate landlords, or just people running a side business?

There seem be an increasing number of rentals. Landlords of any ilk should get permits and be prosecuted if they don't.

I'm not sure what this has to do with rentals specifically. It seems it was more of an issue with regards to the renovations, not the renting.

Just that Invitation Homes' business model is buying homes, quickly renovating them and getting them leased.

They have 41 in the DFW area, largely outside 635 and south of I-30.

What I have seen come and go in this area was a municipal requirement that unless a home was owner occupied and being sold to another owner occupier the municipality required a new Certificate of Occupancy inspection when the single family home change ownership AND when it was being rented to a new tenant. The whole and noble purpose of it was to prevent these type issues. However as in the case of one small municipality I am familiar with when the workload from this increased, and investors complained sufficiently enough, the program slowly faded away.

The moral of the story is "Money Talks"!
