What river ?
I would say Frisco is newer, heavy Asian Indian, heavy traffic, postage stamp lots, generic houses in areas. HV is older but IMO nicer with developed neighborhoods with trees, nicer houses in my opinion, mixture of all races but more white

Highland Village has a rural feeling to it, and is next to Lake Lewisville for recreation. It's a longer drive if you have to go into an office to work.
Frisco is urban sprawl with zero scenery, but it has all sorts of shopping and is closer to cultural activities.

Highland Village----as others have said...what River?
Nice place.
If you're buying watch for foundation problems.
One of the few places around DFW with some hills and views in the neighborhoods.
For the most part older than Frisco.
Frisco mostly flat and newer homes.
Prices I would guess are about the same.
