At what point(s) during construction of a new home is it wise to have an independent inspector come out and look things over?

in best situation you should have the plans inspected to make sure that any design flaws can be corrected on paper before you actually start construction--like line-of-sight issues, traffic patterns, door/window placements, electric outlet placement, water bibs, maximizing living space w/o expense if possible

before construction--
special attention to HVAC system/house orientation/window type/energy concerns like water heater runs and if grey water system is possible

the slab should be inspected to see that the set-up and pour are done correctly and water lines are right--that grading the lot for proper drainage has occurred--waiting until after the house is built is NOT really the time to worry about that...

framing --electrical wiring-- plumbing runs--again before sheetrock goes up

windows checked for correct installation/flashing and the roof/gutter system if you have one--gutters go on after roof towards finish out of home...

insulation and sheetrock installation--especially important to check the electrical outlets

trim/paint/finish out--including appliances and working HVAC/electric/plumbing

Frankly most people can't afford to hire the type of quality inspector and many building companies won't let you have one on site--too many problems come up with conflicting POV

At the minimum the day before you do your 1st walk through with the builder about 10 days before closing. If you can find someone that knows what thet're doing, having an inspector out pre-sheet rock is good also.
