We are considering a move to Chestnut Ridge, Magnolia, De. from Northern NJ.
I am trying to figure what our gas, electric and water charges will be.

it's all metered, they charge what you use, just like Jersey.

I’m in Sussex and got my water bill from Artesian, they have a fixed waste water fee of $85 a month + water usage, ouch!!! In NJ, I paid around $130 every quarter.

This is difficult to answer. For example, new homes are much more energy efficient, which will dramatically lower your electric and gas bill. However, some areas don't offer natural gas, so you would be using a heat pump or propane heat.

If you are purchasing a new home from a developer, they can give you a good estimate. Bear in mind that many areas are actually rural, with no or little municipal service. Thus one would have to pay for garbage pick up and possibly other normal city services. Much of that would be covered under the HOA if you buy in a development.

For Insight Hawthorne in Georgetwon, we have to pay for garbage pick up (not included in HOA fee), propane, water and electric. The bills seem reasonable except fro the water.
