for example along south Broadway. It seems some streets are lined with small 8x10 patches be they small residential roads or bussy city streets. what do they hope to find? For example are they re moving lead supply lines?

Gas lines or water lines.
From the main to the building.
Usually for water it is Denver Water equipment.
Usually for gas it is Site Wise or Xcel.

Utility maintenance and installation never really stop, and with the lighter pandemic traffic, it's a good time to do it.

This is probably a big part of the answer. Denver Water gave filters to every household in the older neighborhoods a couples months ago due to potential trace lead. They seem to be making pipe replacement a priority. I'd be surprised if any water mains are still made with lead, but laterals to individual households is a different story. They're probably digging up a block at a time.
