German Shepherds pretty much bark all the time, they are just being "protective" or want to play---every single Shepherd I have met will bark when they first see you. I have a 7 yr. old female and she barks constantly but all she wants to do is play with the person/animal. It's very hard to tell someone how to raise their own dog though, I've been around an 4 mo. old male german shepherd and he drove me absolutely crazy. I just couldn't bring myself to tell his owner that he was doing something wrong, because my opinion most likely won't matter to them and they could become defensive. However, these dogs that you mention biting a human is definitely uncalled for. They are fairly young dogs but that doesn't excuse the behavior.

Any number of things. Probably the dog is young and has not learned better. They may "rough house" the dog alot. They sound like the type that would find it amusing to aggravate a dog to the point of agression.
I bought a 2 yr. old that lunged at bikes because of being tourtured by neighbor kids. He also would lunge at loud trucks. But that is a behavior that can be corrected. I also had a young little mutt that was dropped off and she had a problem with chasing bicycles. Sometimes it is just in their personality, but it is the owners responsibility to correct bad behavior.

-I've never known Shepherds to be like that, but I've never owned one either.

They are irresponsible and those dogs are going to be ruined because of them. Shepherds are very intelligent and with consistent training and a strong handler they are wonderful family dogs. My 2 GSDS do NOT bark all the time ! Not much barking whatsoever. My parent's poodle, now theres a barker.
I don't see a good future ahead for those 2 pups. So sad. This breed sometimes attracts the wrong kind of people, for the wrong reasons and they suffer for it.

Same w/ owners.
