My belief is that this is a psychological need that the dog has, a throwback to days of puppyhood when the pup would nurse from his/her mother to gain both sustenance as well as the comfort of protection.
My current dog does this. He was separated from his mother early (two weeks old) and even though he's now almost seven, he will still gather up a blanket between his front feet and suckle on it before drifting off to sleep. I liken it to a child who sucks their thumb, or on a soother. It's a calming action that stems from the early days with the mom...kind of a nurturing effect.
